<aside> đź“– In pursuit of continually improving their services, the cluster of offices under the Office of Vice Chancellor for Administration, conducted the 2021 Consultative Dialogue on Administrative Policies, Documentary Requirements and Processes in the New Normal. The hybrid program was held in two phases: the self-paced portion was held on November 15-21, 2021; and facilitated webinars on November 22-26, 2021.

A total of 262 Unit heads and administrative officers participated in the self-paced phase of the program while the total attendance for the facilitated webinars tallied up to 685, with an average of 137 participants per day. The host offices were Diliman Budget Office (DBO),Diliman Accounting Office (DAO), Supply and Property Management Office (SPMO), Procurement Office (PO), and Human Resource Development Office (HRDO).
During the self-paced portion of the program, participants were given access to instructional materials that gave them a refresher of the processes and documentary requirements of the major services offered by the abovementioned offices. These instructional materials, which are now uploaded in this website, also highlighted the process updates due to the ongoing pandemic.
The week of facilitated webinars was opened by Vice chancellor for Administration Adeline Pacia during the first day, November 22, 2021. The webinars consisted of a message from the host office’s director, a presentation of major services, Q&A, and commitment setting. For both the Q&A and commitment-setting, participants were grouped in breakout rooms before they presented in the plenary session. This gave them an avenue to discuss and synthesize common questions, concerns and commendations to the host office.
The DBO team, led by Director Antonio M. Becoñado, focused on the budget process, and on the discussion of Budget Utilization and Liquidation Systems Analytics (BULSA). Director Tony also explained how other online platforms like PUSO (Personnel Unified Systems Outlook) , UPPO (UP Procurement Office) and UIS (University Information Systems), touch base with the budgeting process.
The host office for the second day was the Diliman Accounting Office, led by Director Cecilia Morales. Aside from discussing the mandates of the Accounting Office, the presentation’s highlights included the pandemic-related process updates on processing of disbursement vouchers (i.e. for both MOOE and personal services), cash advances, liquidation reports, and budget clearances. The former DAO director, Ms. Arlene Romero, was also there to assist the DAO team in answering the participants’ queries and concerns.
